Record high for global carbon emissions

ScienceDaily (Dec. 2, 2012) ? Global carbon dioxide (CO2) emissions are set to rise again in 2012, reaching a record high of 35.6 billion tonnes -- according to new figures from the Global Carbon Project, co-led by researchers from the Tyndall Centre for Climate Change Research at the University of East Anglia (UEA).

The 2.6 per cent rise projected for 2012 means global emissions from burning fossil fuel are 58 per cent above 1990 levels, the baseline year for the Kyoto Protocol.

This latest analysis by the Global Carbon Project is published December 2 in the journal Nature Climate Change with full data released simultaneously by the journal Earth System Science Data Discussions.

It shows the biggest contributors to global emissions in 2011 were China (28 per cent), the United States (16 per cent), the European Union (11 per cent), and India (7 per cent).

Emissions in China and India grew by 9.9 and 7.5 per cent in 2011, while those of the United States and the European Union decreased by 1.8 and 2.8 per cent.

Emissions per person in China of 6.6 tonnes of CO2 were nearly as high as those of the European Union (7.3), but still below the 17.2 tonnes of carbon used in the United States. Emissions in India were lower at 1.8 tonnes of carbon per person.

Prof Corinne Le Qu?r?, director of the Tyndall Centre for Climate Change Research and professor at UEA, led the publication of the data. She said: "These latest figures come amidst climate talks in Doha. But with emissions continuing to grow, it's as if no-one is listening to the entire scientific community."

The 2012 rise further opens the gap between real-world emissions and those required to keep global warming below the international target of two degrees.

"I am worried that the risks of dangerous climate change are too high on our current emissions trajectory. We need a radical plan," added Prof Corinne Le Qu?r?.

The analysis published in Nature Climate Change shows significant emission reductions are needed by 2020 to keep two degrees as a feasible goal.

It shows previous energy transitions in Belgium, Denmark, France, Sweden, and the UK have led to emission reductions as high as 5 per cent each year over decade-long periods, even without climate policy.

Lead author Dr Glen Peters, of the Centre for International Climate and Environmental Research in Norway, said: "Scaling up similar energy transitions across more countries can kick-start global mitigation with low costs. To deepen and sustain these energy transitions in a broad range of countries requires aggressive policy drivers."

Co-author Dr Charlie Wilson, of the Tyndall Centre at UEA, added: "Public policies and institutions have a central role to play in supporting the widespread deployment of low carbon and efficient energy-using technologies, and in supporting innovation efforts."

Emissions from deforestation and other land-use change added 10 per cent to the emissions from burning fossil fuels. The CO2 concentration in the atmosphere reached 391 parts per million (ppm) at the end of 2011.

These results lends further urgency to recent reports that current emissions pathways are already dangerously high and could lead to serious impacts and high costs on society. These other analyses come from the International Energy Agency, the United Nations Environment Programme, the World Bank, the European Environment Agency, and PricewaterhouseCoopers.

Understanding a Debt Management Program @ My Cash Diary

Finance facilities have become one of the integral part of a person?s life in the high pace world of today. Almost all the investments are initiated by financial instrument markets, which have managed to become one of the world?s fastest booming sectors today. People, too, are becoming more attracted towards the credit facilities that the banks and other finance companies offer them to meet their basic expenses. With such abundant use of this facility, managing it has currently become one of the leading problems for people. However, there are certain arrangements which, experts claim, can enable a person to manage their debts in the most favorable manner. There are a number of ways to manage one?s debts, and become free of all related stresses once and for all. According to finance experts, a debt management program (DMP) is one the most effective plans that a person can use to manage their debts.

Debt management simply means to make certain arrangements that would allow a person to create a single ?low? monthly payment which will fully cover their outstanding debts, in order to decrease their liabilities and to reduce stress. Generally speaking, it allows the person to consolidate his debts into one single package of payment. It also enables them to save as much money as possible on financial fees and mark-ups.

A DMP allows the person to manage, mainly, their unsecured debts. An unsecured debt may include unsecured loans, credit card bills, line of credit and many more debts that fall under its definition criteria of not involving any collateral. Generally speaking, an unsecured debt is a debt which does not require any security to guarantee repayment. In this program, the borrowers hire a professionally trained and experienced debt counselor, who creates a complete debt management plan to regulate and control all their debts.

Based on the condition and characteristics of every individual case, the counselor provides the person with a feasible debt management plan, largely based on the person?s income. In addition to this, the counselor also communicates with the creditors/lenders of the person, in order to strike a deal for a revised credit plan with them, including reduced mark-up and fees payments. This increases the ratio of the principal amount in the repayments. The counselor also assists the person in carrying out the consolidated debt plan.

Following incentives can be achieved by following a debt counselor?s expert advices:

  • Reasonable monthly payment plans, duly agreed by the credit companies,
  • Automated payment arrangement with the creditors, including timely execution of payments and their complete tracking,
  • Simple funds transfer procedures based on monthly payments, and
  • Funds agreed by the creditors to be placed in secured trust accounts.

There are several other benefits of hiring a debt management agent, particularly for similar future arrangements. People can learn a lot from the agents, regarding proper management of their debts. Agents can also teach people to set their financial goals after considering all possible things that might affect their achievements. Furthermore, they can also learn to create their own monthly budget plans to follow, which will automatically manage their debt payments with other expense in life.

The Ultimate Ski And Snowboard Adventure Happens In Summer

Summer's here and your parents are begging you to get off your behind. While your plans for making a custom indentation on the couch may seem like a pretty decent use of your free time, your inner voice has other plans. Listen to it! This year do something truly unique; when your classmates return from their summer trips, don't be the only one without a story to tell. Some truly amazing opportunities are idly waiting for you to jump up and snatch them.

If you're like so many others who spend the days of May through November patiently waiting (or maybe kicking and screaming) for the mountain to open, a summer trip south of the border may be just the thing. Don't waste away in anguish hoping for the clouds to form so you can get back on your board; it's easy to forget that the southern hemisphere experiences seasonal opposite. Surprise surprise, Chile is a virtual goldmine for snow bunnies and shredders while North America is wrapped up in their heat and sunshine.

Ski and snowboard camps are a great way to improve your abilities. Whether you're a beginner or were born to shred, there's always room for improvement. Professional coaches with years of experience can take your skills from pretty good to mind blowing. Not only that but some of these trips go far beyond the camp experience with luxury accommodations and killer food that's worth writing home about. Imagine, after a long day of hard work on the mountain, relaxing in some of Chile's natural thermal springs; it's an extreme sport and a day spa all in one.

Did you know that there are more than 5,500 acres of sweet groomers and thick powder among 6 resorts across the Chilean Andes? The resorts in these mountains are a subtle reminder of home yet combine luxury and Latin culture for an unforgettable ride. This experience is truly one of a kind, The conditions in the Andes can be vastly different from what you're used to on your home turf. Some of these resorts offer the best part of the sport year round with scooping bowls and unbeatable powder. Challenge yourself on rocky cliffs and then ride the world class terrain parks that can only be found in this exotic region.

A trip like this is remarkable in more ways than one. Not only can you make huge improvements to your skills, ready to impress your buddies come the next winter season, but you'll get the chance to be immersed in another culture, a dream realized that most people never get to experience. You'll pick up some new terminology with local slang and go home with some amazing photos and new friends. Chile is rich with cultural history and this comes out in the cuisine, the attitude of its people, the music and the atmosphere. While a trip to one of the year round ski resorts may take care of your summertime cravings for snow, it won't give you the stamp in your passport. Do something different this year and blow your classmates out of the water when you recount your trip.

Vimeo revamps iOS app with new design, improved social sharing features

It's been nearly a year since Vimeo proudly went universal on iOS, and today the video service has rolled out its application's third major installment. Inside version 3.0, the iOS folk will find a redesigned app with a brand new "tab-based" design and a novel Feed video browser. That's not all, however, as Vimeo's also added the ability to natively share to both Twitter and Facebook, the option to manage vids on the Watch Later queue and a trait which lets users take advantage of background uploads. While most of today's release is filled with an array of video-friendly goods, some iOS users will be disappointed to hear that this new version nixes the editor feature -- however, according to Vimeo, "active" projects can still be downloaded and saved to the Camera Roll app. Those of you interested in checking it out can hit the link below to grab the updated app.

UK police order toxicology tests on dead Russian whistleblower

LONDON (Reuters) - British police have carried out toxicology tests on the body of a Russian anti-corruption whistleblower whose mysterious death in England has put a new spotlight on Russian criminal groups entrenched in Europe.

Alexander Perepilichny, 44, moved to Britain three years ago and had been helping Swiss prosecutors uncover a shady Russian criminal group suspected of being involved in large-scale, cross-border tax fraud violations.

Police have struggled to establish the cause of his death since he suddenly collapsed and died near his home on an up market, heavily protected estate in Surrey, south of London, on November 10.

Following an inconclusive post-mortem on November 14, investigators conducted another examination of Perepilichny's body as well as toxicology tests.

"Toxicology tests are being carried out as part of the investigation," a Surrey police spokeswoman said on Friday, adding that it could take months to get the results.

"The death is being treated as unexplained and remains under investigation."

Although toxicology tests are often standard practice following inconclusive post-mortem examinations, the move has evoked memories of the 2006 death of former Russian spy Alexander Litvinenko who died in London after drinking tea poisoned with radioactive polonium-210.

Perepilichny's case has shed new light on a multimillion-dollar tax fraud scheme that was originally uncovered by Russian lawyer Sergei Magnitsky, who was jailed in 2008 by the Russian authorities on charges his colleagues say were fabricated.

In 2009, Magnitsky died in a Russian prison, provoking an international outcry and becoming a symbol of human rights abuse and corruption in Russia.

Perepilichny is the fourth person linked to the case to have died in unusual circumstances.

In 2010, he came forward with information linking Russian government officials to a tax fraud scheme involving a Swiss bank, a move that helped Swiss prosecutors open a far-reaching criminal investigation in 2011.

Britain is the chosen home for many Russians, some seeking employment opportunities or refuge from political persecution. But there are also fears that London is turning into a playground for Russian mobsters trying to avenge their former partners hiding abroad.

Russian officials have played down Perepilichny's link to the Magnitsky affair, which has strained Moscow's relations with the West and prompted the United States to push for a bill cracking down on Russian corruption.

"We cannot see any connection between the death of Mr. Alexander Perepilichny, the causes of which are yet to be established, and the so called 'Magnitsky case,'" the Russian embassy in London said in a statement.

Britain's Independent newspaper, financially backed by a Russian billionaire critical of the Kremlin, reported on Friday that Perepilichny received a warning a year ago that his name was on a hit list in Russia.

"It was like an order book," a source described as an acquaintance of Perepilichny told the paper.

"His name was in it."

Suicide bomber wounds key Pakistan Taliban commander, kills 6

DERA ISMAIL KHAN, Pakistan (Reuters) - A suicide bomber wounded a senior Taliban commander and killed six people on Thursday in a market in a northwestern Pakistani region on the Afghan border, a spokesman for the commander and police said.

Maulvi Nazir Wazir, also known as Mullah Nazir, was wounded in the attack at the main market of Wana, the capital of the South Waziristan region. It was not immediately clear who was behind the attack or the extent of Nazir's wounds.

The blast destroyed Nazir's vehicle, killed six people and injured 12, said Maulana Amir Nawaz, a spokesman for Nazir.

"Nazir is a very important commander with the support of his tribe," said Mansur Khan Mahsud, the director of research at the Islamabad-based FATA Research Centre.

Pakistan's semi-autonomous Federally Administered Tribal Areas (FATA), are dominated by ethnic Pashtun tribes, some of which have sheltered and supported militants over decades of conflict in neighboring Afghanistan.

Nazir's faction is one of four major Taliban groups that joined the al Qaeda-brokered Shura-e-Murakeba alliance late last year. The others are Hafiz Gul Bahadar's group, the Haqqani Network and the Pakistani Taliban led by Hakimullah Mehsud.

Nazir's group has previously clashed with other Taliban fighters during a struggle for leadership.

There are many divisions among the Pakistan Taliban leadership that have led to clashes. But despite the rivalries, analysts said the Taliban are unlikely to splinter as that would make them an easier target for the powerful Pakistani army.
